Reading Borough Council only licenses 4% of required houses. Everyone should live in a warm, safe place. Licensing all houses of multiple occupation (HMOs) would ensure all homes are a high standard.
Local Councillor Rob White said: "We want positive change for renters in Reading. Everyone should have a decent house to live in, and further licensing of small properties is one way to improve the quality of housing in the Private Rented Sector.
"I was shocked to learn that only 4% of landlords of small shared houses who need to register have applied, and the Labour Council has no plans for enforcement against unlicensed landlords. We will keep working on this."
